SB9 RULES IN THE CITY OF LOS ANGELES:
Senate Bill 9, also known as the Housing Opportunity and More Efficiency (HOME) Act, is a California law designed to increase housing supply by simplifying development processes in single-family zones.
Key Components:
Two-Unit Developments:
Allows for two primary dwelling units on single-family zoned
lots, streamlining the permit process.
Urban Lot Splits:
Enables subdivision of a single-family zoned lot into two parcels
without needing to meet minimum lot size requirements.
Development Standards:
Setbacks: Front yard setbacks must follow the existing zone requirements. Side and rear yard setbacks must be at least 4 feet.
Parking: One covered parking space is required for each unit, unless the site qualifies for parking exemptions
(e.g., within half a mile of a High-Quality Transit Corridor or Major
Transit Stop).
Specifics for Urban Lot Splits:
A maximum of two lots can be created from a split.
New parcels cannot be smaller than 40% of the original lot area and must each be at least 1,200 square feet.
Up to two dwelling units (including primary units and accessory dwelling units) are permitted on each new lot.
